Introduction

 

Health and Safety Representatives (HSRs) play a crucial role in creating safer, healthier workplaces. This WorkSafe WA-approved five-day course gives newly elected HSRs the practical skills, legal understanding, and confidence to represent their workgroup effectively and drive positive safety outcomes.

Aligned with the Work Health and Safety Act 2020 (WA) and WHS Regulations 2022 (WA), the course covers everything you need to know to fulfil your duties - from identifying and managing risks to consulting with employers and workers on safety matters.

Under the legislation, employers must allow elected HSRs to complete this training within three months of election and cover all associated costs. Once qualified, HSRs are also entitled to attend an annual one-day refresher course to maintain and enhance their skills.

The Health and Safety Representative (HSR) course provides newly elected HSRs with the knowledge and confidence to effectively represent their workplace in health and safety matters. Through practical guidance and interactive learning, you’ll understand your rights and responsibilities under workplace safety legislation, identify hazards, contribute to risk management, and participate in consultations and inspections. This course is ideal for anyone seeking to actively support a safer work environment. Key topics include:

 

  • Understanding the WHS Legislative Framework: Overview of the Work Health and Safety Act 2020 (WA) and WHS Regulations 2022 (WA), Roles and responsibilities of PCBUs (persons conducting a business or undertaking), workers, and HSRs
  • Functions and Powers of HSRs: Rights and powers under the WHS Act, How to effectively represent workers in health and safety matters, The process for issuing Provisional Improvement Notices (PINs) and directing unsafe work to cease
  • Consultation and Communication: Building effective consultation between workers and management, Strategies for resolving workplace health and safety issues, Engaging with Health and Safety Committees (HSCs)
  • Hazard Identification and Risk Management: Identifying common workplace hazards, Assessing and controlling risks using the hierarchy of control, Participating in workplace inspections and incident investigations
  • Incident Reporting and Investigation: Understanding incident notification requirements, The HSR’s role in investigations and follow-up actions

Delivery & Assessment

Recognising the vital role of workplace health and safety, the HSR course is delivered face-to-face over five full days. You’ll participate in practical, hands-on learning within a supportive environment, building both confidence and competence. Throughout the course, experienced trainers offer personalised guidance and feedback, helping you confidently apply your skills in real workplace situations.

Throughout this five-day course, you’ll gain the practical skills and legislative knowledge required to perform your duties as a Health and Safety Representative effectively. By the end of the course, you’ll understand how to:

  • Interpret WHS laws and regulations: Learn the key provisions of the Work Health and Safety Act 2020 (WA) and WHS Regulations 2022 (WA), and how they apply to your workplace.
  • Fulfil your role as an HSR: Understand your rights, powers, and responsibilities under the WHS Act, including how to issue Provisional Improvement Notices (PINs) and manage unsafe work situations.
  • Consult and communicate effectively: Develop strategies to promote collaboration between workers and management, and contribute to resolving safety concerns.
  • Identify and manage risks: Learn how to spot hazards, assess risks, and apply control measures using the hierarchy of control.

Entry Requirements

There are no formal entry requirements for this course, however students will need:
  • Basic computer skills and internet access (for enrolment and online modules)

  • Adequate language, literacy, and numeracy (LLN) skills to complete assessments

  • A valid Unique Student Identifier (USI) - mandatory for all nationally recognised training

Eligible apprentices, trainees, workers and business owners in WA’s building and construction industry can save up to 70% per course (metro) and 80% per course (regional) with CTF funding. As an approved bulk billing provider, we handle the paperwork and claim process for you - so you only pay the gap while you upskill, get licences, and complete safety courses.
