The Operate Support Equipment – VOC course provides a formal, structured process for validating an operator's competence to safely operate support equipment in regulated work environments.
This assessment-based online course is designed for operators seeking to develop and verify their knowledge of safe support equipment operations. The course focuses on operational principles, compliance requirements, risk management practices, and workplace safety obligations aligned with industry standards.
Participants will complete online learning and assessment activities covering key areas such as equipment safety, hazard identification, pre-operational inspections, operating procedures, and legislative responsibilities relevant to mining, civil construction, quarrying, infrastructure, and industrial environments.
Course Delivery and Assessment
The Operate Support Equipment – VOC course is delivered online, with assessment based on the verification of required knowledge and understanding. Participants complete structured online learning and assessment activities designed to evaluate their knowledge of safe support equipment operating practices, workplace requirements, and relevant compliance obligations.
Assessment outcomes are determined through online assessment methods, ensuring participants demonstrate an understanding of the skills and knowledge required to support safe and compliant support equipment operations.
Step 1 - Access Student Learner Portal
You'll receive access details for Civil Safety’s Student Learner Portal, where you'll complete the VOC Knowledge Check. You'll also receive a link to the VOC Demonstration Checklist, which must be provided to your nominated competent person for completion. Once the demonstration checklist has been completed, a copy will be emailed to you. You must then upload the completed checklist to the Student Portal as part of your assessment.
Step 2 - Receive Verification of Competency Award
You'll receive your Verification of Competency (VOC) award detailing the unit, machinery and demonstrated competency level, including a unique QR code that allows employers and worksites to instantly verify your VOC.
Who Should Complete This Course?
This Verification of Competency (VOC) is designed for experienced support equipment operators who need to verify their practical skills and knowledge to satisfy employer, client, or site-specific competency requirements. It is suitable for operators working across a range of industries, including:
Construction and Civil – Operators undertaking site preparation, earthworks, material handling, road construction, subdivision developments, and infrastructure projects using support equipment.
Mining and Resources – Personnel involved in production support, haul road maintenance, rehabilitation, stockpile management, and other operational support activities on surface mine sites.
Quarrying and Earthmoving – Operators carrying out site preparation, ground support, material movement, and equipment support activities in quarry and earthworks environments.
Plant and Equipment Operations – Experienced machinery operators required to demonstrate ongoing competency or meet employer, client, or site-specific VOC requirements for support equipment.
Local Government and Public Works – Council employees undertaking road maintenance, drainage, parks and land management, and other civil works requiring support equipment.
Infrastructure and Industrial Projects – Contractors and employees operating support equipment on major construction, energy, utilities, and industrial sites.

To enrol in this VOC course students must:
Hold a licence or ticket for support equipment operations. Please note: You will be required to provide a copy of this when completing the online enrolment.
Have basic computer skills and access to the internet.
Have sufficient language, literacy and numeracy (LLN) skills to complete assessments.
A valid Unique Student Identifier (USI) - mandatory for all nationally recognised training. If you don't already have a USI, you can apply for one online at www.usi.gov.au or we can apply for one for you.
