From 1 July 2026, the Western Australian Government will increase the Construction Training Fund (CTF) levy project threshold from $20,000 to $100,000.
This change reduces the number of smaller construction projects that fall under the levy requirements, significantly impacting how small-to-mid trade businesses manage compliance, reporting, and project administration.
But beyond compliance, this change also creates a new opportunity for WA construction businesses: reinvesting saved time and resources into workforce training and capability development.
What's changing?
Previously, many construction projects valued over $20,000 required CTF levy consideration and associated administrative processes.
From 1 July 2026:
The threshold increases to $100,000
Fewer small-to-mid projects will be captured
Reduced levy-related administration for smaller jobs
Simplified compliance tracking for eligible works
What this means for construction businesses
For many WA builders, subcontractors, and trades, this change will result in:
Less administrative burden: fewer projects requiring levy tracking means reduced paperwork and compliance administration.
Reduced cost pressure on smaller projects: smaller jobs under $100K will no longer carry the same levy-related obligations.
Simpler project management: businesses can streamline reporting processes and focus more on delivery rather than compliance tracking.
The opportunity most businesses will miss
While this change simplifies compliance, it also creates a strategic opportunity that many businesses will overlook:
Reinvesting saved time, cost, and administrative effort into workforce capability.
Instead of absorbing savings passively, forward-thinking businesses are using this shift to:
Upskill site teams
Improve safety performance
Strengthen productivity on-site
Increase competitiveness for larger contracts

A smarter way forward
Regulatory change often forces businesses to adapt - but it also creates opportunity.
For WA construction businesses working on projects under $100K, this is the moment to shift focus from compliance management to capability building.

Less levy administration doesn’t just mean less paperwork - it means more room to invest in your people.
And in construction, capability is what drives long-term success.
