The Licence to Operate a Forklift Truck – Verification of Competency (VOC) provides a site-aligned assessment of an operator's ability to safely and competently operate a forklift truck in accordance with site procedures, workplace requirements, and relevant legislative obligations.

This VOC is designed to verify existing skills and knowledge through a structured assessment and compliance-based verification process, ensuring operators meet the safety, operational, and legislative standards required across warehousing, logistics, manufacturing, construction, mining, and other industrial environments.

The Licence to Operate a Forklift Truck – Verification of Competency (VOC) provides a formal, structured process for validating an operator's competence to safely operate a forklift truck in regulated work environments.

This assessment-based online course is designed for experienced forklift operators seeking to verify their knowledge and competency in safe forklift operations. The course focuses on operational principles, compliance requirements, risk management practices, and workplace safety obligations aligned with industry standards.

Participants will complete online learning and assessment activities covering key areas such as equipment safety, hazard identification, pre-operational inspections, load assessment and handling, safe lifting and stacking techniques, forklift operation, workplace traffic management, and legislative responsibilities relevant to warehousing, logistics, manufacturing, construction, mining, and other industrial environments.

Course Delivery and Assessment

The Licence to Operate a Forklift Truck – Verification of Competency (VOC) is delivered online, with assessment based on the verification of the required knowledge and understanding. Participants complete structured online learning and assessment activities designed to evaluate their knowledge of safe forklift operating practices, workplace requirements, and relevant compliance obligations.

Assessment outcomes are determined through online assessment methods, ensuring participants demonstrate an understanding of the skills and knowledge required to support safe and compliant forklift truck operations.

Step 1 - Access Student Learner Portal

You'll receive access details for Civil Safety’s Student Learner Portal, where you'll complete the VOC Knowledge Check. You'll also receive a link to the VOC Demonstration Checklist, which must be provided to your nominated competent person for completion. Once the demonstration checklist has been completed, a copy will be emailed to you. You must then upload the completed checklist to the Student Portal as part of your assessment.

Step 2 - Receive Verification of Competency Award

You'll receive your Verification of Competency (VOC) award detailing the unit, machinery and demonstrated competency level, including a unique QR code that allows employers and worksites to instantly verify your VOC.

Who Should Complete This Course?

This Verification of Competency (VOC) is designed for experienced forklift operators who need to verify their practical skills and knowledge to satisfy employer, client, or site-specific competency requirements. It is suitable for operators working across a range of industries, including:

  • Warehousing and Logistics – Operators involved in the safe movement, loading, unloading, storage, and distribution of goods within warehouses, distribution centres, and freight operations.

  • Manufacturing and Industrial – Personnel undertaking material handling, stock movement, production support, and storage operations within manufacturing plants and industrial facilities.

  • Construction and Civil – Operators responsible for handling and transporting materials, equipment, and supplies on construction sites and civil infrastructure projects.

  • Mining and Resources – Personnel involved in the movement of materials, equipment, and supplies within mining, processing, and resource sector operations.

  • Retail and Wholesale Distribution – Operators managing stock movement, pallet handling, and inventory control within retail warehouses and wholesale distribution environments.

  • Local Government and Public Works – Council employees undertaking material handling, stores operations, maintenance activities, and logistics functions requiring forklift operations.

  • Infrastructure and Industrial Projects – Contractors and employees operating forklifts on major construction, infrastructure, industrial, and maintenance projects.

Entry Requirements

To enrol in this VOC course students must:

  • Hold a licence or ticket for tip forklift operations. Please note: You will be required to provide a copy of this when completing the online enrolment.

  • Have basic computer skills and access to the internet.

  • Have sufficient language, literacy and numeracy (LLN) skills to complete assessments.

  • A valid Unique Student Identifier (USI) - mandatory for all nationally recognised training. If you don't already have a USI, you can apply for one online at www.usi.gov.au or we can apply for one for you.
