The Licence to Operate Boom-Type EWP – Verification of Competency (VOC) provides a formal, structured process for validating an operator's competence to safely operate a boom-type elevating work platform (EWP) in regulated work environments.
This assessment-based online course is designed for experienced boom-type EWP operators seeking to verify their knowledge and competency in safe EWP operations. The course focuses on operational principles, compliance requirements, risk management practices, and workplace safety obligations aligned with industry standards.
Participants will complete online learning and assessment activities covering key areas such as equipment safety, hazard identification, pre-operational inspections, safe setup and stabilisation, hazard and exclusion zone management, working at heights, emergency procedures, safe operation of boom-type EWPs, and legislative responsibilities relevant to construction, civil infrastructure, mining, maintenance, utilities, and other industrial environments.
The Licence to Operate Boom-Type EWP – Verification of Competency (VOC) is delivered online, with assessment based on the verification of the required knowledge and understanding. Participants complete structured online learning and assessment activities designed to evaluate their knowledge of safe boom-type elevating work platform (EWP) operating practices, workplace requirements, and relevant compliance obligations.
Assessment outcomes are determined through online assessment methods, ensuring participants demonstrate an understanding of the skills and knowledge required to support safe and compliant boom-type EWP operations.
You'll receive access details for Civil Safety’s Student Learner Portal, where you'll complete the VOC Knowledge Check. You'll also receive a link to the VOC Demonstration Checklist, which must be provided to your nominated competent person for completion. Once the demonstration checklist has been completed, a copy will be emailed to you. You must then upload the completed checklist to the Student Portal as part of your assessment.
You'll receive your Verification of Competency (VOC) award detailing the unit, machinery and demonstrated competency level, including a unique QR code that allows employers and worksites to instantly verify your VOC.
This Verification of Competency (VOC) is designed for experienced boom-type elevating work platform (EWP) operators who need to verify their practical skills and knowledge to satisfy employer, client, or site-specific competency requirements. It is suitable for operators working across a range of industries, including:
Construction and Civil – Operators undertaking building construction, structural works, infrastructure projects, façade installation, maintenance, and other activities requiring safe work at height using boom-type EWPs.
Mining and Resources – Personnel performing maintenance, inspections, shutdowns, and construction activities using boom-type EWPs within mining, processing, and resource sector operations.
Utilities and Energy – Operators carrying out electrical, telecommunications, water, gas, renewable energy, and utility infrastructure installation, inspection, and maintenance work at height.
Industrial Maintenance – Personnel undertaking plant maintenance, equipment servicing, shutdowns, inspections, and repairs within industrial facilities using boom-type EWPs.
Local Government and Public Works – Council employees performing street lighting maintenance, tree management, signage installation, building maintenance, parks and gardens, and other municipal works requiring elevated access.
Facilities Management and Property Maintenance – Contractors and maintenance personnel undertaking inspections, cleaning, repairs, painting, and maintenance of commercial, industrial, and public facilities.
Infrastructure and Industrial Projects – Contractors and employees operating boom-type EWPs on major construction, infrastructure, industrial, and maintenance projects.
To enrol in this VOC course students must:
Hold a licence or ticket for boom-type ewp operations. Please note: You will be required to provide a copy of this when completing the online enrolment.
Have basic computer skills and access to the internet.
Have sufficient language, literacy and numeracy (LLN) skills to complete assessments.
A valid Unique Student Identifier (USI) - mandatory for all nationally recognised training. If you don't already have a USI, you can apply for one online at www.usi.gov.au or we can apply for one for you.
