Participants will complete online learning and assessment activities covering key areas such as equipment safety, hazard identification, pre-operational inspections, operating procedures, load handling techniques, and legislative responsibilities relevant to mining, civil construction, quarrying, infrastructure, and earthmoving environments.
The Conduct Wheel Loader Operations – VOC course is delivered online, with assessment based on the verification of required knowledge and understanding. Participants complete structured online learning and assessment activities designed to evaluate their knowledge of safe wheel loader operating practices, workplace requirements, and relevant compliance obligations.
Assessment outcomes are determined through online assessment methods, ensuring participants demonstrate an understanding of the skills and knowledge required to support safe and compliant wheel loader operations.
You'll receive access details for Civil Safety’s Student Learner Portal, where you'll complete the VOC Knowledge Check. You'll also receive a link to the VOC Demonstration Checklist, which must be provided to your nominated competent person for completion. Once the demonstration checklist has been completed, a copy will be emailed to you. You must then upload the completed checklist to the Student Portal as part of your assessment.
You'll receive your Verification of Competency (VOC) award detailing the unit, machinery and demonstrated competency level, including a unique QR code that allows employers and worksites to instantly verify your VOC.
This Verification of Competency (VOC) is designed for experienced wheel loader operators who need to verify their practical skills and knowledge to satisfy employer, client, or site-specific competency requirements. It is suitable for operators working across a range of industries, including:
Construction and Civil – Operators undertaking earthmoving, bulk material handling, site preparation, road construction, loading trucks, stockpile management, and general construction activities.
Mining and Resources – Personnel involved in production loading, haul truck loading, stockpile management, rehabilitation, and material handling on surface mine sites.
Quarrying and Earthmoving – Operators carrying out aggregate loading, stockpile management, material transfer, quarry production, and general earthmoving operations.
Plant and Equipment Operations – Experienced machinery operators required to demonstrate ongoing competency or meet site-specific VOC requirements.
Local Government and Public Works – Council employees undertaking road construction and maintenance, waste management, bulk material handling, drainage works, and civil infrastructure projects.
Infrastructure and Industrial Projects – Contractors and employees operating wheel loaders for bulk material handling, loading operations, stockpile management, site preparation, and construction support on major infrastructure, energy, and industrial sites.

Have basic computer skills and access to the internet.
Have sufficient language, literacy and numeracy (LLN) skills to complete assessments.
A valid Unique Student Identifier (USI) - mandatory for all nationally recognised training. If you don't already have a USI, you can apply for one online at www.usi.gov.au or we can apply for one for you.
